  27. The effect is to put down the victor, and to elevate the loser.  If a culture
  28. has dominated, it must be evil.  If a culture has been subdued, it was ipso
  29. facto superior.  The dominator should feel shame and guilt, the subdued has
  30. automatic moral superiority.  Note that this is an offshoot of the fair idea of
  31. giving the persecuted an equal chance, but carried to an extreme extreme.
