  20. No, the Bill or Rights very explicitly limits the power
  21. of the government.  It says or implies nothing about
  22. protecting any minority interests.  Note that in many cases
  23. the government does not represent the majority interest.  Of
  24. course in those instances the laws are usually made by the
  25. courts, not by elected officials.  Thus, the government may
  26. or may not represent the interest of the majority.  What it
  27. always does is to represent the interest of the government.

  30. do on public property, as long as it doesn't hurt anyone?
