- No, the Bill or Rights very explicitly limits the power
- of the government. It says or implies nothing about
- protecting any minority interests. Note that in many cases
- the government does not represent the majority interest. Of
- course in those instances the laws are usually made by the
- courts, not by elected officials. Thus, the government may
- or may not represent the interest of the majority. What it
- always does is to represent the interest of the government.
