  22. Hardly. The Candu thermal breeder is about the closest thing we 
  23. have to a passively safe system. Hell they let unsupervised
  24. college students run them. The reason breeders aren't widely
  25. used is that uranium is $10 a pound. It would have to be $100
  26. a pound before breeders break even on costs.
