  23. If my memory is correct, the cross was only used for ONE class of crime:
  24. Crimes Against the Roman Empire... e.g. treason. The only way that people
  25. in an underclass could be persuaded to identify with treason would be in the
  26. case of SERIOUS disaffection. (workable in Judea, but in other places in
  27. the Empire?) Disaffection so serious that people could openly advocate treason
  28. without the slightest worry about people reporting their statements to the
  29. authorities.
