  24. No.  Nor yet in Scotland, Wales, or any part of Ireland (to the best
  25. of my knowledge).  Rationale (I've posted this once before, but it
  26. plainly didn't sink in):

  28. 1) We don't get that much sun (we're a good bit further North than the
  29.    (even remotely) heavily-populated parts of N America, and we have
  30.    the gulf stream to contend with, which tends to give us moist
  31.    summers)
  32. 2) Our roads tend to be rather narrow, so that people who drive with
  33.    an arm hanging out of the window lose their arm by interaction with
  34.    oncoming traffic rather than through cancer
