  21. Without commenting on the issue itself, the Colorado Amendment 2 explicitly
  22. forbids the enactment of laws to prevent discrimination based on sexuality,
  23. AND reverses previously enacted statutes in Denver and Aspen. To that extent,
  24. it IS a "conservative" plank, at least by your definition of it.
