- I don't think that the problem is that Somalians don't know how to deal with
- drought. I think it is that the civil disruptions have prevented them from
- successfully farming. Its dangerous to be out working in your fields when
- there are gunmen robbing and pillaging, and its tough to get seed grain
- if you can't get any trucks through without them being robbed.

- I read last year or so that people are starving in the Sudan in part because
- the govt. was using aircraft to strafe farmers as they worked in their
- fields in rebel controlled areas. Farmers had to work at night... tough
- to raise much food under those conditions.

- Don't know how much of this applies to Somalia, but this was/is happening
- in the Sudan.
