  16. I don't think that the problem is that Somalians don't know how to deal with 
  17. drought. I think it is that the civil disruptions have prevented them from 
  18. successfully farming.  Its dangerous to be out working in your fields when
  19. there are gunmen robbing and pillaging, and its tough to get seed grain
  20. if you can't get any trucks through without them being robbed.

  22. I read last year or so that people are starving in the Sudan in part because 
  23. the govt. was using aircraft to strafe farmers as they worked in their
  24. fields in rebel controlled areas.  Farmers had to work at night... tough
  25. to raise much food under those conditions.

  27. Don't know how much of this applies to Somalia, but this was/is happening
  28. in the Sudan.
