- I was wondering if there had been any discussion of the process of
- rebuilding a countries political institutions after it had
- fallen into the chaos of factional/clan disunity. I was thinking
- that there might be some things in common between the situations
- in Somalia, Afganistan, and perhaps Cambodia.
