  17.  This reminds me of that old saying about giving a man a fish verus
  18. teaching him how to fish.  (He'll be hungry again or he need never be
  19. hungry again, respectively.)
  20.  I'm just wondering what we are doing to help the Somalis become more
  21. self-sufficient in their own food production.  Are there any such education
  22. programs for the Somalis as part of Restore Hope? (Or any civilian relief
  23. efforts?)
