  21. This has happened to me twice before, and once was when I was visiting
  22. San Jose prior to moving here. National Rental Car paid the ticket (they
  23. got the ticket since they were the registered owner of the car), and 
  24. sent me a bill for it. Your friend can probably expect to get a bill from
  25. her rental car company, but she should probably call the company to make
  26. sure that is what will happen.
