- So far as I know, states have legislatures, and legislatures
- change laws. If Dr. O'Hare had some influence in that, fine.
- We can all speak out on legislation, get support, urge people
- to vote one way or another and so on. Ultimately, however,
- it's a legislative process that effects the change.
