  20.    WASHINGTON, Nov. 19 -- All but three states rely on 
  21. "dirty, dangerous and depletable" energy resources to meet a
  22. majority of their energy needs, according to a report released by
  23. Public Citizen's Critical Mass Energy Project, while none of the 50
  24. states has even approached its potential in developing alternatives
  25. to coal, nuclear and oil-generated power.
  26.    The report, Energy Audit: A State-by-State Profile of Energy
  27. Consumption and Conservation highlights the need for greater
  28. funding of energy policies at the state level and describes some
  29. policy tools states can employ to increase energy efficiency and
  30. reliance on clean, safe and renewable energy resources.
  31.    "Even with a new federal energy bill, much of the responsibility
  32. for energy choices falls to the states," said Jonathan Becker,
  33. energy-policy analyst for Public Citizen, "and it's clear that some
  34. states are making much wiser decisions than others."
  35.    Energy Audit contains Public Citizen's analysis of four key
  36. idicators of energy use.  The report describes the experiences of
  37. a number of states that have produced thorough and innovative
  38. approaches to meeting their energy needs.
  39.    "Federal energy policy is still controlled by the fossil-fuel
  40. and nuclear power lobbies," continued Becker.  "It has been left up
  41. to the states to implement a fair, safe and sensible energy plan."
  42. Governors of all 50 states have been sent copies of Energy Audit:
  43. A State-by-State Profile of Energy Consumption and Conservation.
  44.    Copies of the 45-page Energy Audit are available from Public
  45. Citizen at a cost of $40.  Discounts are available to non-profit
  46. organizations and schools.  Members of the press may receive the
  47. study free of charge on request.
