  18. Yes ... the doctors' legal risk would translate into very high costs; in
  19. practice only those women who could pledge to pay for good lawyers in the
  20. event of a judicial review would be able to have third-tri abortions.

  22. Indigent women have enough trouble getting decent attention from one
  23. doctor, never mind two; and who would ever take that expensive legal 
  24. risk for them?
