  19. To facilitate the exchange of information among
  20. international non-governmental organizations (NGOs) whose 
  21. work involves Vietnam, the Vietnamese American Education 
  22. Foundation (VAEF) is establishing an electronic mail network 
  23. that will connect all interested NGOs into a worldwide 
  24. system.

  26. VAEF will provide and maintain a hub in Northern California 
  27. (USA); interested NGOs will be tied to this hub 
  28. electronically upon request.  When an NGO dispatches a news 
  29. release or other piece of information to the other NGOs on 
  30. this network, the sender need only send one electronic mail 
  31. message to the hub, and the hub will dispatch this message 
  32. to all other NGOs on the network.  This system will  greatly 
  33. increase communication effectiveness among NGOs.  At 
  34. present, VAEF will dispatch mail to all NGOs on the network 
  35. at no cost.  Thus, either no cost will be incurred by each 
  36. NGO or the cost will be very low, depending on which 
  37. electronic mail system the NGO uses.

  39. NGOs that are currently able to access the Internet, or an
  40. electronic mail system connected to the Internet, may send
  41. an electronic message to:

  61. how to gain access by electronic mail.

  63. VAEF is a Washington-based, nonprofit, tax-exempt 
  64. organization that devotes itself exclusively to education 
  65. and training to assist Vietnam in integrating its economy 
  66. into the international market.  The Foundation's membership 
  67. includes many professionals and academics around the world.
