  14. I think a better approarch might be the cost reductions to EOS that could be
  15. had if we could use a Delta Clipper to launch them.

  23. to fly.  Skunkworks only works in a low-profile situation.  The minute DC
  24. grabs public attention there will be demands for Congressional oversight.
