- The issue is the rather esoteric one of 'legal residence'. This has a
- lot to do with what income taxes you pay. I read that Marc Garneau that
- managed to establish a polling station in Houston for the Canadian Space
- Agency types. I suspect that this was possible under the same rules as
- Canadian troops overseas - they're in the employ of the Canadian
- government and maintain legal residence in Canada, regardless of
- physical location.
