  18. No, the school system is somewhat self-regulating.  If a single parent
  19. complains, the child will probably just be transferred to another class.
  20. If many parents complain, that teacher will change, or will not stay in
  21. the system very long.  It doesn't matter what the real or imagined trait
  22. is that this teacher is exhibiting.  If it upsets enough parents, action
  23. will be taken.
