- Well, the argument usually given is one of deterrence. There may be people out
- there who'd be willing to perform similar experiments to advance knowledge,
- even if they knew that upon publishing the results of their research they'd be
- punished. The argument goes that anyone so inclined will have less incentive
- to conduct such research is he knows in advance that the results will never be
- made public.
