- Well they can, but the present rich countries would not like it much.
- When they were poor they themselves reneged on their debts, built up
- the armies which still today underwrite their infrastructure, and went
- out to plunder as much wealth from anywhere they could get access to.

- and so they were impoverished instead. In those days it was called
