- I am currently researching lifeline rates, low-income
- electrical energy assistance, offered by utilities in
- Maine. I am looking to do some empirical analysis of
- the redistribution of income effects under different
- rate structures. In essence, I am looking at the life-
- line rates as indirect taxes and conducting a positive
- analysis of the effects under each structure.

- I was wondering if anyone has come across any current
- literature dealing with utility pricing, lifeline rates,
- and, more importantly, income redistribution effects
- under various utility rate structures. I could also
- use suggestions for software that would work well for
- such simulations. I understand that two packages are
- very good; (At) Risk and STELLA.
