  24. Some of each.  Federal appears to mean it with the LE only 9mm
  25. ammo - ever try to find a store which has 9BE-LE +P+ 9mm in stock?
  26. I believe the reason is that the +P+ ammo is beyond SAAMI specs,
  27. and Federal is concerned with liability if it is used in inappropriate 
  28. guns.

  30. Some other ammo (Thunderzap gimic hyper veliocity plastic ammo) had
  31. a law enforcement only deisgnation but was readily sold to the public.

  33. Also - remember the Cap Stun "5% to police / 1% to civilian" policy for
  34. their pepper defense sprays?  This most certainly appeared to be merketing
  35. hype to convince the police that the stuff being sold to them was so
  36. good that "mere civilians" can't get it.
