  17. 1) Outlaw all safety belts and restraining devices of any kind.

  19. 2) Require all cars to have a 4" metal spike mounted on the steering
  20.    wheel, pointed directly at the driver's sternum.

  22. 3) Sit back and watch the collision rate drop to zero.
