  20. That is correct.  But, as I am constantly pointing out to non-US
  21. readers of this newsgroup, this sort of thing is not anything the
  22. federal government *should* be involved with; this is the domain of the
  23. states.  And, in fact, most states do have annual vehicle inspections,
  24. many of which include emissions tests (though the areas subject to
  25. emissions testing are often dictated by the federal Clean Air law).
