- I had an idea for a high-speed registration system some time ago.
- Some basic points (all gov't actions are assumed to be state):

- 1. People owning a vehicle capable of travelling safely at high speeds will
- be eligible to apply for a high-speed license. Heavy trucks are excluded.

- 2. Upon approval (high-speed test) the car will be issued a new high-speed
- plate (number in red, and the driver passing the test will be issued a new
- license (photo taken with a red background), and a 5x7" red placard for the
- back window.

- 3. Only specified roads (Interstates and limited-access highways with two or
- more lanes in either direction) will be high-speed roads. High-speed limits
- will be posted, again, in red. These limits would be significantly higher
- than normal limits, but would decrease proportionally more for corners and
- other hazards.

- 4. During HEAVY rain, or snow, or construction, or other unfavorable
- conditions, all bets are off and no high-speed driving is allowed.

- 5. Some roads will have a special red lane, for H/S driving only.

- 6. High-Speed drivers can only exceed the black-posted limit if:
- -They are driving the H/S vehicle they tested on,
- -They have in their posession a valid H/S license, AND
- -They display the H/S placard (Which should be in their posession at
- all times when not driving) in the back window (lower right side) of
- the vehicle.

- 7. High-Speed drivers (properly registered) will incur fines at the same rate
- as other drivers, and all motor vehicle laws except speed limits on these
- specified roads will still be in force.
