  20. until he actually becomes President *and* Congress takes up the matter.
  21. Remember Bush's "capital loss deduction for homeowners" that never 
  22. materialized?  A lot of people put off decisions hoping that it would,
  23. and ended up taking an even deeper bath as a result...
