- Unmarked police vehicles are exempt from this requirement as to lights
- and siren combination. Also, Texas State Law does not FORBID code 2, it
- does not say it is illegal. There are several ways to interpret the
- Texas laws. Our department contacted the local DPS office, who in turn
- got a clarification from Austin on this. You can run lights only, with
- no siren in Texas legally, BUT you have to obey laws. All code 2 in
- Texas is for is to "ASK others to yield to you". As long as you are in
- an Emergency Vehicle, which in Texas includes Volunteer Firefighters,
- and Emergency Medical Personnel's personall vehicles, you are authorized
- the use of Red Lights to the front as long as they are placed as high
- and as wide as possible. Another section completely refers to sirens
- and exceeding the speed limit.

- My father was a policeman in Pomona California. Thier department would
- take all new officers, on one of thier first code 3 runs, they would log
- the starting place of the run, destination, starting time, and ending
- time. Later that shift, they would start him from the same spot.
- Driving "code 1", would respond to the same location. In 99.9% of the
- runs, the response time was within just a few seconds, and almost always
- less than 1 minute difference. Many times, the code 1 response was
- actually faster.

- The only thing I have found Red lights good for is to draw attention to
- the driver. I have NEVER had a driving complaint on me while running
- code 1, BUT with red lights, have had people call in and complain when
- driving MUCH slower than without lights! I personally use mine after
- arriving at the scene for traffic control and warning lights!
