- No, he couldn't have said no, at least not legally. The Domestic Mail
- Manual (the set of rules under which the USPS operates) says that post offices
- must exchange damaged stamps with stamps of the same value, with certain
- limited exceptions (you can't trade in too many dollars' worth of stamps at
- once, etc.). Many post office employees don't know this, so you often have to
- tell them to look it up in the DMM before you can get them to do it. (The
- mere mention of the DMM will cause most postal employees to cower in fear and
- do whatever the heck it is you want... trust me, I used to work in a contract
- postal station. :) )

- Thanksgiving.
