  12.     I ran into the same problem once when I got caught in the

  15.     I was told at the local post office (which has been quite
  16.  reliable) that they do not exchange stamps.  (Unlike the
  17.  Treasury, which does exchange damanged money).  They suggested
  18.  either soaking or freezing.  I tried soaking in warm water.  If
  19.  you're patient, they eventually come apart.  I eventually glued
  20.  all of them onto letters and mailed them, even a few which were
  21.  slightly damanged, and all were accepted by the U.S.P.S.
