  20. We have confirmed from reliable sources that Amilcar
  21. Mendez Urizar, leader of the Council of Ethnic
  22. Communities Runujel Junam and winner of the 1990 Robert
  23. F. Kennedy Human Rights Award and the 1990 Carter-Menil
  24. Human Rights Award, will be detained by the National
  25. Police upon arrival in Guatemala City on Sunday,
  26. November 22 at 6:35PM.

  28. There is a court order out for the arrest of Mr. Mendez
  29. after the public testimony of one Quiche youth, Alberto
  30. Calvo Gonzalez, who on October 23, claimed that Mr.
  31. Mendez was producing bombs for the insurgent Guatemalan
  32. National Revolutionary Unity (URNG).  The youth
  33. denounced Mr. Mendez in Spanish though reportedly Calvo
  34. Gonzalez only speaks Quiche.  Calvo Gonzalez was
  35. presented to the court to make his statements
  36. approximately 24 hours after he was taken by the
  37. National Police on October 22, though Guatemalan law
  38. claims that a person detained must be exhibited six
  39. hours after his detention.  Mendez reported that Calvo
  40. Gonzalez had been subject to psychological torture.

  42. Mendez will be accompanied to Guatemala by a United
  43. States delegation which has been organized by the
  44. Kennedy Center for Human Rights, including Kerry
  45. Kennedy Cuomo, Director of the Kennedy Center for Human
  46. Rights; Representative Peter Kostmayer;  Karl Rhodes,
  47. Assistant to Representative Elliot Engels; Steven Kass,
  48. Vice President of Americas Watch; Charles Norchi,
  49. Lawyer and Director of the International League for
  50. Human Rights; Felipe Gonzalez of the International
  51. Human Rights Law Group and Alice Jay, delegate from the
  52. Kennedy Center for Human Rights.

  54. The mission of the delegation is to:

  56. Daccompany Mr. Mendez to Guatemala and act as an
  57. international presence in the face of his probable
  58. detention; 
  59.  
  60. Dattempt to demonstrate that the detention is not only
  61. unjust but unnecessary as Mendez is returning in an
  62. attempt to prove his innocence before Guatemalan
  63. courts;
  64.  
  65. Dinvestigate this case and other similar cases wherein
  66. Guatemalan government officials have accused Amilcar
  67. Mendez and other human rights activists of following
  68. the policies of the URNG.   [This tactic was blatantly
  69. demonstrated last week when in referring to the
  70. Guatemalan human rights activists participating in
  71. GHRC/USA's  November 13-15 Confronting the Heart of Darkness: An
  72. International Symposium on Torture in Guatemala,
  73. Minister of Defense, Jose Garcia Samayoa stated that he
  74. "reserved the possiblity of bringing to trial the
  75. supposed instruments of the insurgents."  Garcia
  76. Samayoa expressly mentioned Amilcar Mendez, Factor
  77. Mendez and Ronalth Ochaeta as following URNG proposals
  78. and participating in a campaign to defame the
  79. Guatemalan government.  President Serrano later upheld
  80. the statements made by Garcia Samayoa.

  84. DContact your Congresspeople and Senators today asking
  85. them to send letters to President Serrano denouncing
  86. the detention order for Amilcar Mendez;
  87.  
  88. DSend telexes and faxes immediately to President
  89. Serrano stating that the international community is
  90. vigilant, and will hold the Guatemalan government
  91. responsible for the safety of Amilcar Mendez.
