  20.           FCNL LEGISLATIVE UPDATE -- [11/20/92]

  22. This is the Friends Committee on National Legislation,
  23. with updated legislative information.  To speak with a
  24. staff member, call (202) 547-6000.

  26. This message was prepared at 5:00 p.m. on Friday,
  27. November 20.  As the FCNL office will be closed for
  28. the Thanksgiving holiday week-end, there will be no
  29. new update until Friday, December 4.  This message
  30. contains action suggestions for CALLING ON NEWLY
  31. ELECTED MEMBERS OF CONGRESS.
  32.  
  33. CALLING ON NEWLY ELECTED MEMBERS OF CONGRESS.  Many of
  34. you have new representatives and senators entering the
  35. 103rd Congress.  This is the time for  you to get
  36. acquainted with your new members.  This is also an
  37. opportunity for you to introduce them to the Friends
  38. Committee on National Legislation.  
  39.  
  40. ACTION SUGGESTIONS:  (1) Arrange an appointment in
  41. your local area with your new representative.  With a
  42. small group of like-minded residents, prepare to
  43. present a few top priority concerns in a clear and
  44. concise manner.  Leave some written information with
  45. your representative--an FCNL newsletter or background
  46. document, or something you have written.  If you have
  47. a new senator, consider sending him or her this
  48. information.  Begin to build a long-term consultative
  49. relationship.

  51. (2)  You may prefer to write a letter to your
  52. representative and senators.  Let newly elected
  53. members know that the FCNL office will send them a
  54. packet of information, including sample FCNL
  55. newsletters and the FCNL Statement of Legislative
  56. Priorities for the 103rd Congress. 
  57.  
  58. (3) COMMITTEE ASSIGNMENTS:  New and returning
  59. representatives and senators will gather in Washington
  60. early in December to organize themselves and determine
  61. committee assignments.  In sharp contrast to past
  62. years, many members are likely to seek positions on
  63. committees which deal with domestic and economic
  64. issues, rather than with foreign affairs.  The House
  65. Foreign Affairs Committee, in particular, will have 18
  66. to 20 vacancies for Democratic members and at least
  67. four positions for Republican members.  Reports now
  68. indicate that very few representatives want to be on
  69. this important committee.

  71. In addition to our troubled economy and neglected
  72. domestic agenda, there are still crises around the
  73. world which call for humanitarian assistance and
  74. peaceful, diplomatic solutions.  As the world
  75. continues to move towards a global community, domestic
  76. and international issues are increasingly
  77. interdependent and should not be considered
  78. separately.  If you feel that your representative
  79. reflects your views, then encourage him or her to seek
  80. the appropriate committee assignments.  Convey the
  81. sentiment that constituents are looking for leadership
  82. on both domestic and international issues in the 103rd
  83. Congress.
