  23.    WASHINGTON, Nov. 18  -- U.S. Rep. Howard L. Berman
  24. (D-Calif.), chairman of the House subcommittee with oversight
  25. jurisdiction over the State Department made the following statement
  26. with regard to the State Department's report on the handling of the
  27. Clinton/Perot passport files:
  28.  
  29.    "This report is a beginning -- not an end -- to the investigation.
  30. Many issues remain to be addressed.
  31.    "We have learned that high officials of the State Department --
  32. without compunction -- turned their agency into an opposition
  33. research arm of the Republican National Committee.  This would be
  34. wrong in any federal agency, but has special gravity with regard to
  35. the diplomatic arm of our government.
  36.   "By invading the privacy of Bill Clinton and his mother for the
  37. purpose of influencing a presidential election, these officials
  38. committed a serious abuse of governmental power.
  39.    "Unaddressed by this report are many larger questions of privacy
  40. rights.  This incident has taught us that individual Americans have
  41. little protection from the prying eyes and ears of snooping
  42. bureaucrats.
  43.    "The revelation that personal FBI surveillance files on certain
  44. 'politically prominent' individuals were stashed away by the State
  45. Department raises many disturbing questions: Who decided which files
  46. to retain?  For what reasons were they kept?  How was this
  47. iformation to be used?  There exist, apparently, few protections to
  48. prevent renegade bureaucrats from misusing State Department files.
  49.    "The report confirms the existence of an extensive State
  50. Department telephone monitoring system capable of listening to calls
  51. made from or to department officials.  Citizens of the United States
  52. call the State Department to discuss highly private and sensitive
  53. matters.  They have a right to know that the privacy of their calls
  54. will be respected.
  55.    "I am greatly disturbed by the revelations of this report: that
  56. government officials may easily subvert the basic privacies that
  57. Americans expect their government to protect.
  58.    "It is clear that adequate safeguards do not yet exist to protect
  59. American citizens from desperate individuals whose political agendas
  60. compel them to trample on rights and to abuse their government
  61. positions and powers.
  62.    "Sen. Kerry, who chairs the corresponding Senate subcommittee, and
  63. I will be asking the GAO to widen its investigation to include these
  64. questions.  When we have learned all the facts, we will take
  65. legislative action to safeguard against a repeat of such abuses."
