  24. Apparently it is.  One of the items of K&R's official errata to Second
  25. Edition acknowledges that.

  27. Also, I understood that the insertion of leap seconds isn't predetermined
  28. for all time: the astronomical community calls for insertion (and deletion)
  29. as and when needed.
