  21. The monitor may indeed be at fault, but it is not because of the border
  22. color.  I am running BBlack and do not have the awful border on any of
  23. the screens.

  25. I have noticed this behavior on SVGA systems also and would guess that
  26. maybe the different frequencies are causing this effect.  The dblNTSC
  27. and dblPAL modes are around 29kHz instead of 31kHz and might be the
  28. reason for the different levels of brightness.
