  19. Nothing.  When the modem Retrains, it is trying to keep the speed the
  20. same.  The line condition on one end was good but on the other was
  21. bad, so the one modem requested a drop in speed, the other modem tried
  22. to keep the connection  at the same speed, and it failed.  It probably
  23. went up in speed and the same process happened 3 more times.
