  23. Well, why don't you find out before you open your mouth.  Per capita (or more
  24. correctly, per student) plus adjustment for inflation is the only true measure
  25. of what we're spending on education.  Anything else is "lies, damn lies, and
  26. statistics" - i.e. dishonest propaganda.
