  17. This is news to me.  Prop 13 showed clearly that California taxpayers
  18. would rather have lower property taxes than good schools.  I've seen
  19. bumperstickers as long ago as 1980 that said "If you can read this you
  20. probably didn't go to a California Public School" ...
