- The cost differential between city and suburbs of another 1000 line access is
- small. There is large amounts of capacity available across the suburbs in
- optical fibres which are not yet connected to switches.

- I don't think Telecom, SEC, Melbourne Water are interested in subsidizing any
- business customers. Even if any of these do have to do a major upgrade outside
- of their plans to support a large business in the suburbs, they would pass this
- cost on to the business concerned. If the business is happy to wear the cost,
- who are we to interfere in their business.
