- Don't forget, you've got to get a fairly hefty number of states to
- back a Constitutional Amendment. And when it comes to that, population
- doesn't mean diddly. One state, one vote.

- If some of the more populous states get them, we'll probably see
- something come out of the House, but passing the Senate and being ratified
- are another thing entirely.
