- I partially agree. It is correct that they wanted to change the
- President, but there was not the big "mandate for change" that was
- anticipated by all the pundits (amateur or professional) that there
- would be this big anti-incumbency movement all across the government. If
- there were a mandate for change, then many more incumbents would have
- fallen out of the Congress. The voters wanted to change the President.

- Besides, I did hear "mandate" touted around by CNN commentators after
- the election was decided. Of course, there was also the "LANDSLIDE"
- title on USA Today; to me, this headline implies Clinton had a mandate.
