  32. I agree, the seniority system has its inequities.  So, let's do something
  33. about *that* problem, and not blindly throw out the good reps with the
  34. bad.  Term limits are a quick, easy fix for a hard problem.  Trouble is,
  35. they fix things that aint broke.

  41. One of the big concerns of a new rep is to simply figure out the 
  42. bureaucracy.  So what term limits *will* accomplish is a creating a
  43. continuous crop of new reps who have very little idea how the system
  44. operates.  This will, in my opinion, place a great deal of power in the
  45. hands of career bureaucrats that isn't there now.  What choice does a
  46. newbie rep have but to rely on the advice and experience of the permanent
  47. staff?
