  21. As for the non-existent cross-references; a couple of the earlier articles
  22. have them; Steve Baker's TheGuide! software can manage them, but (I think) we
  23. decided that non-existent x-refs area BAD THING.  So if it doesn't exist,
  24. you're free to ignore it.  Now we're making sure that there aren't any
  25. articles with non-existent xrefs.  The way it should work is that if a new
  26. article xrefs another, the target of the xref is modified to xref the new
  27. article as well (two-way xreffing).
