  13.     To have something like this turned into a law it will need 
  14. sponsorship from someones senetor.  Such things can start with
  15. letters and petitions to the senetor.  If he sponsors it in
  16. the senate, then it becomes a bill, which can the be voted
  17. on by the senate, and then signed by the president.

  19.    I imagine the trick would be to get your senetor's attention,
  20. pettions with lotsa signature from registered voters would probably
  21. get the message to him.
