  26. Except in extra-ordinary circumstances (alt.oobe ring any bells?) you
  27. don't have voting to create alt. groups.  Instead you say "Hello, hello? 
  28. Any news administrators out there want to create a group for me?"

  30. Then you say "Here is the proposed charter for alt.org.pugwash: blah blah
  31. blah.  Here is a one-line description of the group for your files."  The
  32. charter may not control what people say there, but if well-worded, it may
  33. convinced some news admins to carry the group.
