  27.    CLEVELAND, Nov. 6 -- The president of the nation's senior labor 
  28. union, the Brotherhood of Locomotive Engineers (BLE), sent the 
  29. following telegram today to President-elect Bill Clinton.  The BLE 
  30. represents 52,000 railroad employees:

  32.    Dear President-elect Bill Clinton,
  33.  
  34.    On behalf of the men and women represented by the Brotherhood of
  35. Locomotive Engineers and in respect to the hundreds of thousands of
  36. others employed on our nation's railroads, I extend my heartfelt
  37. congratulations to you on your victory.
  38.    Your presidential election victory is especially gratifying to the
  39. BLE because, as you know, this is the first time ever in the BLE's
  40. 129-year history that it has officially endorsed, vigorously promoted
  41. and financially supported a presidential candidate.  I am proud that
  42. it happened under my stewardship.  I am proud of your issues-focused
  43. campaign and even more proud of your decisive victory to put people
  44. first.
  45.    In you, we have a president who believes that people who work by
  46. the rules and negotiate according to our nation's laws should be
  47. treated with fairness and respect.  You have said that working people
  48. should be treated as equal partners in the labor-management equation.
  49.    We railroad employees, especially, know it is impossible to
  50. separate our job safety, wages and health benefits -- traditional
  51. collective bargaining processes -- from the political and legislative
  52. processes.  We now know that these processes will be fair from now
  53. on.
  54.    You have promised to deal rightly with the export of American jobs
  55. and industries.  As you have said, jobs are more important at home,
  56. not overseas.
  57.    You have promised to put balance and incentive back into the
  58. collective bargaining processes by signing workplace fairness
  59. legislation, so that employees will no longer be intimidated by
  60. threats that they will be permanently replaced if they exercise their
  61. legal rights to strike when they are not bargained with in good faith
  62. by employers.  I am absolutely convinced this legislation will lead
  63. to many more agreements reached more quickly.  It will also guarantee
  64. fewer union strikes and management lockouts.
  65.    You have promised a serious look at our nation's under-used rail
  66. system as an alternative to the urban gridlock, energy inefficiencies
  67. and environmental damage of other transport modes.  As you know,
  68. railroads are more than three times as energy efficient as trucks.
  69. And compared to all other passenger transportation, higher speed rail
  70. is less damaging to our environment and safer for employees and the
  71. public -- foreign bullet trains have proven it for years.
  72.    Your hope and the hope of every American is to bring our nation up
  73. to speed with our toughest challengers in the global economy,
  74. including Germany and Japan -- which have unionized work forces twice
  75. that of America's.
  76.    As you have said, it takes courage to change.  Now we must invest
  77. our priorities and tax dollars wisely.  If we do, we will reap the
  78. benefits for this and many generations to come.  You will have given
  79. opportunity to all and put the faith of our nation back into its
  80. government.  We are here to help you.
  81.    Again, congratulations on receiving a mandate from the American
  82. people.  The members and families of the Brotherhood of Locomotive
  83. Engineers are proud to have responded to your call for "a new
  84. beginning."
