Japanese delegates at an International Whaling Commission (IWC) meeting in 1992. It was only due to American pressure that Japan belatedly (in March 1986) observed the 1982 IWC moratorium suspending commercial whaling in the Antarctic. Despite international pressure the Japanese are still killing whales.
