RivaTuner uses the unified IO driver for all low level IO/MMIO operations under Windows 2000/XP and always loads the diver automatically.
However, you may disable automatic driver loading by setting this value to 1. In this case, RivaTuner will not be able to get access to the PCI controller and the GPU's registers. In this mode RivaTuner's functionality will be reduced.
