  26. Why Apache Is Free
  27.  
  28. Apache exists to provide a robust and commercial-grade reference
  29. implementation of the HTTP protocol.  It must remain a platform upon which
  30. individuals and institutions can build reliable systems, both for
  31. experimental purposes and for mission-critical purposes.  We believe the
  32. tools of online publishing should be in the hands of everyone, and
  33. software companies should make their money providing value-added services
  34. such as specialized modules and support, amongst other things.  We realize
  35. that it is often seen as an economic advantage for one company to "own" a
  36. market - in the software industry that means to control tightly a
  37. particular conduit such that all others must pay.  This is typically done
  38. by "owning" the protocols through which companies conduct business, at the
  39. expense of all those other companies.  To the extent that the protocols of
  40. the World Wide Web remain "unowned" by a single company, the Web will
  41. remain a level playing field for companies large and small. Thus,
  42. "ownership" of the protocol must be prevented, and the existence of a
  43. robust reference implementation of the protocol, available absolutely for
  44. free to all companies, is a tremendously good thing.  
  45.  
  46. Furthermore, Apache is an organic entity; those who benefit from it
  47. by using it often contribute back to it by providing feature enhancements,
  48. bug fixes, and support for others in public newsgroups.  The amount of
  49. effort expended by any particular individual is usually fairly light, but
  50. the resulting product is made very strong.  This kind of community can
  51. only happen with freeware -- when someone pays for software, they usually
  52. aren't willing to fix its bugs.  One can argue, then, that Apache's
  53. strength comes from the fact that it's free, and if it were made "not
  54. free" it would suffer tremendously, even if that money were spent on a
  55. real development team.

  57. We want to see Apache used very widely -- by large companies, small
  58. companies, research institutions, schools, individuals, in the intranet
  59. environment, everywhere -- even though this may mean that companies who
  60. could afford commercial software, and would pay for it without blinking,
  61. might get a "free ride" by using Apache.  We would even be happy if some
  62. commercial software companies completely dropped their own HTTP server
  63. development plans and used Apache as a base, with the proper attributions
  64. as described in the LICENSE file.

  71.    The Apache Software Foundation and The Apache Server Project are
  72.    pleased to announce the release of version 1.3.24 of the Apache HTTP
  73.    server.  This Announcement notes the significant changes in 1.3.24.
  74.  
  75.    This version of Apache is principally a security and bug fix release.
  76.    A summary of the bug fixes and major new features is given at the end
  77.    of this document.  Of particular note is that 1.3.24 addresses and
  78.    fixes the issues noted in CAN-2002-0061 (mitre.org) regarding escaping
  79.    of command line args on Win32.  We would like to thank Ory Segal
  80.    <ORY.SEGAL@SANCTUMINC.COM> for discovering and reporting the
  81.    vulnerability.

  83.    We consider Apache 1.3.24 to be the best version of Apache available
  84.    and we strongly recommend that users of older versions, especially of
  85.    the 1.1.x and 1.2.x family, upgrade as soon as possible.  No further
  86.    releases will be made in the 1.2.x family.

  104.    As of Apache 1.3.17, Win32 binary distributions are now based on the
  105.    Microsoft Installer (.MSI) technology.  This change occurred in order to
  106.    resolve the many problems WinME and Win2K users experienced with the
  107.    older InstallShield-based installer.exe file.  While development
  108.    continues to make this new installation method more robust, questions
  109.    should be directed at the news:comp.infosystems.www.servers.ms-windows
  110.    newsgroup.

  112.    As of Apache 1.3.12 binary distributions contain all standard Apache
  113.    modules as shared objects (if supported by the platform) and include
  114.    full source code.  Installation is easily done by executing the
  115.    included install script.  See the README.bindist and INSTALL.bindist
  116.    files for a complete explanation.  Please note that the binary
  117.    distributions are only provided for your convenience and current
  118.    distributions for specific platforms are not always available.

  124.    In general, Apache 1.3 offers several substantial improvements over
  125.    version 1.2, including better performance, reliability and a wider
  126.    range of supported platforms, including Windows NT and 2000 (which
  127.    fall under the "Win32" label), OS2, Netware, and TPE threaded
  128.    platforms.

  130.    Apache is the most popular web server in the known universe; over half
  131.    of the servers on the Internet are running Apache or one of its
  132.    variants.

  134.    IMPORTANT NOTE FOR WIN32 USERS: Over the years, many users have come
  135.    to trust Apache as a secure and stable server.  It must be realized
  136.    that the current Win32 code has not yet reached the levels of the Unix
  137.    version, but is of acceptable quality.  Win32 stability or security
  138.    problems do not reflect on the Unix version.
