There are several things to keep in mind when optimizing stills. You are always trying to achieve the best balance of image quality and file size.
Make the image the size you desire by dragging the 'Size' slider, then make the file as small as possible by reducing the quality (or number of colors) as low as you can while maintaining acceptable image quality.
