jIRCii has been a work in progress for a long time now. I originally started it as a project to learn java while in high school. I tinkered with it as a hobby throughout college. I didn't make that final push to create a release quality product until now though. Anyways with such a long history as a project there are to many people to thank so I'm going to keep this list short.
Patch Contributors
Mouton - found and fixed a Ctrl+K parsing bug
Elly - built initial UnrealIRCD support, bug fixes
Peter Arsoff
I'd like to thank Peter Arsoff (aka JakieChan). He's the one who created the jIRC logo and all of the little window icons you see. He also hates Java.
blue-elf
I absolutely have to acknowledge the help and constant feedback provided by blue-elf. We've been exchanging ideas and complaints on a near daily basis for months now. His influence on the outcome of this client is huge. If it sucks blame him, if this client is good then acknowledge me.
hick.org
hick.org is awesome. hick.org provides hosting for jIRCii and other projects I have free of charge. I'm greatly appreciative of this. I'm not sure if this is because they think these projects are cool or if its because they've forgotten I have an account on the machine. One way or another the end result is the same, thanks for the hosting guys.
Tijiez
I owe a thanks as well to Tijiez for running the jIRCii mirror site at http://jircii.leenux.net. Tijiez has had a huge influence on jIRCii through a series of constant complaints and feature requests.
www.irchelp.org/
I'd also like to acknowledge www.irchelp.org. They run a very informative website full of information for the beginning irc user. I've used some of there work here in the jIRCii help file. Hopefully they don't mind :)

Tjerk Vonck
I owe a shout out to Tjerk Vonck for his excellent servers.ini file. I wouldn't want to mantain that monster. jIRCii uses the mIRC servers.ini format for its server list. Thanks for mantaining that file!

Targaff
The nifty default jIRCii toolbar file was created by an mIRC user, Targaff. jIRCii's toolbar file format is semi compatible with mIRC's. Targaff did an excellent job and I wanted to make sure credit is given where credit is due.
Claude Duguay
Source code for the sorted table (used in the /list dialog) is (c)opyright 2002 Claude Duguay. I was feeling lazy so I opted to use some code Carl had submitted to the magazine JavaPro.
You?
All those folks whom I knew on IRC that feel like they didn't get greeted: You probably did, look around the client for easter eggs.
