  6.   General description
  7.  
  8.   NetMeter is a small utility, which plots a real-time bar graph of actual
  9.   transfer rate of your Internet connection. Its main features are:
  10.  
  11.    * Works with just any type of Internet connection, modem, ISDN, cable
  12.      modem, you name it!
  13.    * Automatically adjusts itself to your connection speed, the graph
  14.      can up-scale and down-scale itself automatically.
  15.    * Eats virtually no system resources. The EXE file size is just about
  16.      60 KB, it uses no huge DLLs and it does not load your CPU.
  17.    * Easily configurable, size, position and colors of its window are
  18.      saved in the registry and retained between sessions.

  20.   System requirements
  21.  
  22.    * Windows 95 (currently does not work on NT, but an NT 4.0 version is
  23.      planned as soon as I get the money for the larger hard disk and the
  24.      time to mess with it. NEW: Version 1.3 is compatible with
  25.      Windows 95 OSR2 and DUN 1.2.
  26.    * Any type of TCP/IP connection, which works with the standard Windows
  27.      Sockets. (T1, ISDN, cable modem, regular phone modem, etc.)

  29.   Installation

  31.   Currently, there's no automatic install or uninstall program. I'm
  32.   planning to add one in the future. Meanwhile, simply copy the files
  33.   NETMETER.EXE and NETMETER.TXT to some directory on your hard disk,
  34.   make a shortcut to NETMETER.EXE and you're ready to go!

  36.   End-user license

  38.   I divide all users of my program into three categories:

  40.   1. System administrators, IT managers, all the people which job is
  41.      computer communications and alike.
  42.      You should e-mail me for the permission to use this program.
  43.      Generally, it's given for free, but a small donation will certainly
  44.      encourage me to continue the development. I'm looking for the new web
  45.      housing for my pages, so if you have a few megs to spare, I'll be very
  46.      glad to hear from you.

  48.   2. Administrators of various Internet shareware archives, Shareware
  49.      CD-ROM creators, etc.
  50.      Please e-mail me for the permission to put NetMeter or a link to it on
  51.      your Web site, or to include it on your CD-ROM.

  53.   3. All the private users who do not fall into the first two categories.
  54.      The permission to use NetMeter is given for free, but a small donation
  55.      or a postcard with the view of your home city will be welcomed and
  56.      appreciated.

  60.    * I'm looking for a new home for my web page. If you are a
  61.      system administrator and like this program, PLEASE let
  62.      me put my pages on your server, since the current one is
  63.      very slow and will kick me out soon. Please e-mail me!
  64.    * This program was named Dial-Up Connection meter, but
  65.      since it works with ANY Internet connection, not only
  66.      dial-up, I decided to rename it to NetMeter.
